The probability of obtaining a satisfactory job when laying bituminous materials is dependent on the weather conditions as well as other factors such as workmanship. Previously, specifications defined an air temperature below which laying should not occur without the specific approval of the Engineer but it has been shown that the wind speed, thickness and initial temperature of the material are more significant parameters than the air temperature. Therefore, requirements incorporating these factors are being introduced into specifications. To assist with this process, criteria for various pavement layers commonly used in the UK have been derived based on cooling criteria. These can either be used directly to provide a consistent set of method-based specification requirements or, with the move towards performance-based specifications, by contractors to assess the probability of complying with performance criteria.
