Acceptance of wim-systems for automatic enforcement of overloading.

WIM-technology has reached a stage where it is ready to be used in automatic enforcement of overloading. Currently, a procedure is being developed for the testing and acceptance of WIM-systems for enforcement. Key issues are the accuracy, certainty of the measurements from the WIM-system, the reliability of the acceptance test and the use of static axle loads as an accepted reference. The test procedure consists of three consecutive stages: the performance test, the type approval test, and the system approval test. Each test consists of a program of simulations and field tests. The procedure is developed in cooperation with the Dutch Metric Institute (NMI), the International Organization for Legal Metrology (OIML) and several European experts on Weigh In Motion. For an effective international enforcement the standardization of the acceptance procedure is essential. However, the standardization of the operational procedures and the legislation is equally important.
