The theme Accident Blackspots denotes situations on the highway network where pain grief and misery occur. This paper argues that the U.K. practice has developed a range of techniques for dealing with many of the environmental influences on road accidents and that modern computer analysis of accident records can now more effectively determine where and how these measures should apply. This will assist in the commitment to further reduce road accidents in the U.K. by one third by the year 2000.
