This note outlines a system for the selective improvement of sections of the road network with a view to reducing accident numbers and severity. The investigation and recording procedures which the system involves are detailed in a manual "black spot improvement manual". Improvement programmes, particularly those aimed at reducing accidents, must be selective. The object should be to establish a context within which sections of road and types of improvement are chosen so as to yield the highest return in terms of accidents reduced for a given expenditure. The objective of this note is to promote, through the cooperation of the agencies involved, a systematic programme of improvement of hazardous sections of road with a view towards obtaining the most cost effective return in terms of accidents reduced for a given expenditure.
