Accident reductions from trunk road improvements.

Several hundred million pounds are spent each year on construction and maintenance of the trunk road network. The schemes which make up the programme of work are classified according to their cost. Schemes costing under £1 million are called `Regional Schemes' whereas those costing over £1 million are termed `National Schemes'. The latter can further be sub-divided into motorway and non-motorway construction. Within the trunk road construction programme an increasing emphasis is being placed on safety aspects in addition to capacity and time savings; it is therefore important to determine the potential for accident reduction from the types of schemes currently undertaken. This report describes two studies conducted to establish the safety benefits of Regional and National non-motorway construction programmes. Scheme samples were drawn from those implemented between 1982 and 1984. The report deals with the costs and performance, in terms of accident reductions, of each programme and goes on to look at more specific categories of schemes. The average number of accidents saved per £1M invested are included; this allows comparisons to be made of the safety benefits of different treatments. The statistical analyses were based on a 3 year `before and after' study involving personal injury accidents. Overall, Regional schemes reduced accidents by about 8%, and National schemes by about 11%
