The Travelsafe Committee of the Queensland Parliament asked Elliott and Shanahan Research to prepare a report on the opinions of experts in the area of road accident analysis and road safety in Queensland, including measures that might be taken to reduce road accidents. This report presents the findings. The emphasis on road safety measures in the report is on road user related measures rather than on measures concerned with the vehicle, or the road environment, although occasionally it is suggested that solutions may be outside the control of the road user. Heavy vehicles are briefly considered. The report focuses on encouragement and enforcement rather than on engineering or education. The major emphasis is on achieving compliance with respect to drink driving and speeding laws because of their significance. The principles, in general, can be applied to achieving compliance to other road safety laws such as stopping at red lights. The report addresses the choice between encouraging voluntary compliance and forcing compliance by means of coercive strategies and penalties.
