Adaptation of HDM-4 road user effects models for application in Australia.

This paper presents the results of a study undertaken to produce a vehicle fleet description for use in the World Bank's HDM-4 model (Version 1.0) that is suitable for application in Australia. Remote areas of Australia in particular have a unique mix of vehicle types not normally found in other regions. To address this issue, the vehicle fleet described here contains a wide selection of large combination vehicles typical of those found in these regions. Particular attention has been paid to the definition of the vehicles with regard to operating mass, axle loads and vehicle length related parameters, while calibration focussed on vehicle power and maintenance costs. Current economic unit costs are also included to allow full economic analyses to be undertaken. While this study primarily looks at road user effects, items such as axle loads also have direct impact in the road deterioration aspect of the model. The vehicle fleet assembled as a result of this exercise should provide a suitable basis for performing HDM-4 analyses under Australian conditions. The range of vehicles provided in this fleet should meet most demands of agencies involved in a wide range of investigations including urban area and remote area road networks. (a)
