In this report the authors review the developments in the neuroscience of addiction, explore how they might affect the way drug problems are viewed and treated, and consider the ethical issues that they raise for drug policy in Europe. The focus in this report is on illicit drugs, but natural laws are not bound by the same conventions as human ones. The understanding that neuroscience brings is relevant to all drugs that have an abuse potential. (Author/publisher)
