Adding effects to CBA : multi-criteria analyses.

While all effects are given monetary values in cost-benefit analysis (CBA), other yardsticks are used in multicriteria analyses. A new deal for assessment principles for trunk roads in England is suggested. This uses a CBA core, but extended to cover other factors. Five criteria are considered: environmental impact, safety, economy, accessibility and integration. Monetary value, other quantitative units and a seven-point assessment scale for non-quantitative aspects are used. The seven-point scale is not intended to be comparable across factors. Safety effects are given a monetary value but local environmental effects are not.
