This report documents the Charlottesville-Albemarle Metropolitan Planning Organization’s (MPO) (The Charlottesville-Albemarle MPO is located in central Virginia and includes the entire City of Charlottesville and a considerable portion of Albemarle County surrounding the City.) implementation and assessment of the Long Range Planning (LRP) portion of the Transportation for Communities — Advancing Projects through Partnerships (TCAPP) Decision Guide. The implementation process focused on the MPO using the “key decisions” outlined in the guide as anchor points for the implementation of its 2040 Long Range Transportation Plan. The MPO implemented steps LRP-1 through LRP-8 and LRP-10. (The MPO is in an attainment area, thereby LRP-9 and LRP-11 did not apply.) The assessment focused on the two rounds of surveys that asked detailed questions about specific “key decisions” in the TCAPP guide. The core of this assessment focused on evaluation criteria, also known as performance measures (LRP-3). The first round of surveys assessed which evaluation criteria were most important, while the second round of surveys assessed the overall influence of the most highly rated evaluation criteria. The process sought to provide an assessment of the MPO’s experience in implementing TCAPP, outlining the successes and challenges of implementation, while also evaluating specific features of the TCAPP guide.
