This document reports on the formal evaluation of the targeted (limited but highly focused) deployment of the Advanced Driver and Vehicle Advisory Navigation Concept (ADVANCE), an in-vehicle advanced traveler information system designed to provide shortest time route guidance. This volume, Volume 1, presents the Evaluation Manager's Overview Report, containing the scope of the evaluation, the data collection protocols, a synopsis of the findings, and a discussion of the validity of the targeted deployment's results.
