Advanced road transport technologies and safety : a critical review.

This paper analyses what safety principles should guide the development of Advanced Road Transport Technologies (ATT) systems, and how far current developments in these systems fulfil these principles. Although there are now many programmes for developing ATT worldwide, there is still relatively little relevant experience from practical trials of ATT systems. The author's main source for identifying effective safety measures is Swedish work to produce a nationwide road safety programme. The following measures were found successful: (1) speed measures; (2) road and street measures for unprotected users; (3) road design; (4) intersection measures; (5) vehicle measures; and (6) road user measures. The following safety measures. The following safety principles were identified, and possible ATT technologies for applying them effectively are discussed: (1) speed reduction; (2) simplifying driving tasks; (3) providing more time for information collection; and (4) reducing motorised traffic. Vehicle-based ATT systems, that could make important contributions to safety, include: (1) route guidance systems; (2) systems for providing information about hazardous road conditions and adverse weather; (3) collision avoidance systems; and (4) incident warning systems.
