This report describes a feasibility study into the software linking of influencing factors identified in the Questa project with various variables in the Scenario Explorer 1.2. The Questa project is an activity of the Dutch Ministry of Transport and Public Works, and aims to develop a long-term view. The environmental factors have already been defined. These factors are assumed to have an important influence on the traffic and transport system, but at the same time cannot be directly influenced by traffic and transport policy. This concerns 25 influencing factors in total. Twenty-one of them have some link with the Scenario Explorer variables: fourteen with control variables, five with scenario variables only and two via other Questa factors. It is essential for the Scenario Explorer that all control variables are "targeted". All relevant control variables related to the environment can be linked to Questa influencing factors. For this reason, the linking is "complete". The software linking of the Questa influencing factors and the Scenario Explorer is certainly possible. It is recommended to have a phased implementation strategy. The option to start with linking the Scenario Explorer to an Excel application is preferable. (A) For the second part see C 12561.
