This publication provides a guide to managing the various responses to an accident. It addresses the questions of how to manage each state in order to learn from disasters and other accidents; how to collect and analyse data relating to accidents; and how and how far the different and conflicting objectives of judicial procedures and organisational learning can be reconciled.
