This paper discusses the consumer and news media perceptions about air bags that had to be taken into account by the United States National Highway Traffic Safety Administration (NHTSA) in making rulemaking decisions in 1997. Addressing these perceptions was a major concern as the agency made preparations to allow identifiable groups of people at risk from air bag deployments to have on-off switches installed in their vehicles.
