The Alberta Capital Region Alliance (ACRA) is a voluntary association of 22 participating municipalities in the geographical area known as the Capital Region. The Alliance was formed as a result of a number of municipalities within the Capital Region who came together with common concerns and an interest to co-operate on regional issues. This enables the Alliance to speak with one voice on behalf of the region. The focus of the ACRA Transportation Plan to date has been to establish project priorities for the next 5 years and provide input into Alberta Infrastructure's capital projects programming process. To this end, it has been successful. However, ACRA decided to develop a series of goals and principles that could be used to guide the long-term planning of a regional transportation system. In 1998, during the development of a position statement on road infrastructure, and in 1999, during the development of criteria for prioritising regional projects and the subsequent project prioritisation process, ACRA members essentially reached a degree of consensus on the framework for a long-term regional transportation system. Based on this previous work, Stantec developed, for consideration by the ACRA members, a draft goal and set of principles that would encapsulate the envisioned transportation system.
