Perhaps one of the most important conclusions of the study is that, while the overall benefits of legislation have now largely worn off in terms of casualty savings, there is an essential difference between older and younger drivers. The older drivers (30 years and over) still seem to respect the legislation to a considerable extent, while the incidence of high drinking levels amongst younger drivers has increased above pre-legislation levels.
