Local evaluation capabilities become highly necessary in addition to those existing at central level, and research- ers are expected to design new methodologies and technical tools adapted to field use, so that local evaluators should be kept in touch with the progress in knowledge. Close contacts between researchers, decision makers, technicians and the media is there fore a must for future research.
