This report describes and defines what alternate route traffic routes are and how traffic and highway agencies can implement them. The need for, planning, and execution of alternate routes with stakeholder agencies is addressed. Highway and traffic agencies, public safety agencies, and State, county and local municipalities are the target audience. (Author/publisher)
