Ambiguities in the definition and identification of accident blackspots.

A successful policy of blackspot treatment must rely on an adequate blackspot concept. It is proposed that the only adequate concept consists of three defining criteria: (1) A blackspot has a higher expected number of accidents than (2) Other similar places (3) Due to specifically local deficiencies Identification of blackspots is essentially a two stage process.
