The author's five sae/fisita papers provide strong, world-wide, epidemiological evidence that endogenous distraction (amps) is the precipitating cause of essentially all traffic collisions. It is thus clear that 'command and control' must be replaced with real-time 'rappels' to drivers. The inclusion of driver/environment monitoring in mandatory 'black boxes' can identify deficits in driver attention and in its infrastructure. Public authorities are advised that such monitoring dictates that, under a 'moral imperative' argument, the driver must be warned of an observed attention deficit and that such warning systems will greatly improve the acceptability of'black boxes' in road vehicles.
