The purpose of this discussion note is to consider the selection of an appropriate maintenance/reconstruction strategy. In an ideal world the relationships between the inputs to a road and the condition of that road, and also between road condition and road user outputs would be known making the analysis of alternative strategies reasonably straight forward.
