In this paper, the issues surrounding the implementation of access control solutions are discussed, alternative technologies analysed and a complete access control solution proposed. Through the analysis of common access control issues (for example violations, vandalism, environmental control, pedestrianisation, fault monitoring, contravention of traffic regulations, emergency vehicle and local resident access) a building-block approach is proposed. The approach addresses a wide variety of market needs (for example basic system, fault monitoring, centralised control, CCTV monitoring, audio links, secret signs) while ensuring investment protection through an integrated technological approach. The paper concludes with an integrated solution for a complete access control system based on a modular and incremental design to suit specific requirement and needs.
