A review of county maps by the Oregon state highway department revealed that the counties most urgently needing revision were those including or adjacent to the metropolitan centers of the state. Although no direct use of aerial photography had been made as an integral part of the maps, it was apparent that the solution to the problem of producing large-scale maps of congested areas would have to employ aerial photographic mosaics. These mosaics, by photographically portraying mapping details, would eliminate time-consuming drafting of the multitudinous cultural items although a photomap is definitely superior in the volume of photographic information on land use and occupancy, it requires a great amount of annotation. Users of the maps were surveyed to determine what annotation would be most helpful.
