Samenvatting

Improved methods of evaluation increase the value of the costly improvements by estimating the community's construction priorities. It is proposed that the city be divided into a number of sectors and that finance be allocated to each sector to allow roughly equal progress to be made towards the target travel condition in each sector. Speed is the level of service measure used to compare travel conditions within the sectors. A dynamic evaluation method is proposed for evaluating projects which affect each other in a sector. A discussion is added.
