Applicability and stability of logit models in Sweden : some recent findings with policy implications.

Transportation policy consists to a large extent of a number of investment and operating decisions. Concerning road investment in sweden, such decisions have been based on an overall economic assessment, where the consumer benefits in terms of travel time have been an important factor. Regarding investment in public transport, the number of projects explicitly evaluated in such terms has been low and restricted to the stockholm area. It is, however, likely that there will be an important increase in the explicit use of evaluation methods based on consumer preferences in sweden. The reason for this is that such a decision base will be required when applications for government subsidies for public transport investment are made. At present, a special task force is working on guidelines for evaluation of public transport projects in this context. Several techniques for collecting information on consumer preferences exist. One of these is the logit-model, which has been used before in sweden. The results presented here are based on a number of swedish studies using such models. First the results of a more recent study, conducted for Gothenburg, are discussed in more detail. Thereafter results from all major swedish studies in this field are compared.
