Application of advanced transport impacts models on national and local scale: results from COMMUTE, ESTEEM and HESAID projects.

This paper reports on the results of three projects co-financed by the European Commission and aiming at the development of innovative methods for the evaluation of the impacts of transport systems at different spatial and temporal scales. Within the ESTEEM Project, financed by EC Research Directorate, a new approach was developed and validated for modeling urban network vehicle emissions by taking into account speed variability along network links. The new approach was validated in various ways and applied in three European cities. The HESAID Project, financed by EC Energy Directorate, was focussed on the estimation of energy savings and environmental improvements that can be achieved through the alternative design of road intersections. In this framework ENEA has developed a special option of its emission model TEE (Transport, Energy, Emissions) dedicated to the analysis of intersection speed cycles and the consideration of instantaneous emission factors rather than average speed factors. In COMMUTE Project (EC Transport Directorate) a methodology and a software were developed for the environmental assessment of trans-European multimodal networks. Here the focus is on pollutants emissions, noise and safety of transport modes. The tool was applied to a first 'pilot' Strategic Environmental Assessment (SEA) study on the analysis of the effects of alternative policies until year 2010. Overall conclusions can be drawn from the mosaic of experiences made in these three projects. (a)
