Application of a comprehensive highway data base to pavement management in Kiangsu province, China.

Jiangsu Province is experiencing a fast growing economy. Coupled with this growth are many issues associated with maintaining and expanding the support infrastructure, including the road network. Currently, the Jiangsu Provincial Communications Department (JPCD) is responsible for 24,000 km of roads of all surface types including asphalt, concrete, macadam and gravel. A project was initiated in 1994, with support from the World Bank, to develop and implement a Highway Data Bank and Pavement Management System (PMS). The intent was to provide JPCD with a tool to more effectively plan and program highway improvements and in turn maximize the return on limited funds. This paper summarizes the development and implementation of the Highway Data Bank and PMS, specifically with regard to the following: 1. Data collection and equipment needs assessment for JPCD. 2. Training elements and actual field data collection procedures. 3. Design of the data base and the PMS. 4. Application of the PMS to development of a 5-year improvement priority program and budget needs. 5. On-going use of the PMS and periodic future enhancements. For (A)
