REVS (route evaluation by vehicle simulation) is a computer simulation package for use in studying the scope for improving overtaking opportunities on rural roads. It can be used to determine both which type and what locations of road improvement are likely to be of most value. Options can be tested including variation in flow, speed restriction enforcement, driver behaviour, the use of dualling and junction improvements. Details of the model are given and case studies described. Its most common use has been to provide full economic assessments of improvement schemes such as alignment improvements, dualling schemes and climbing lanes. Typical studies on the A7, A96 and A1 in Scotland are described together with a before and after study following the introduction of speed cameras.
