While large-scale ITS deployments in the largest cities are undoubtedly visible and glamorous (when they are successful), a key factor in the credibility of Intelligent Transportation Systems (ITS) as viable transportation tools will be their applicability to smaller metropolitan areas. The Knoxville, Tennessee Urban Area ITS Strategic Assessment study developed an approach to deployment of advanced transportation technologies that brings together traditional public sector agencies responsible for operating the transportation system, along with private sector service providers and a thriving research community. The following paper provides a overview of this approach. (A*)
