Costs of construction, even of minimum standard low- volume roads can still be quite high. It costs A $ 20 000 in 1984 to build one kilometre of 6 m wide laterite surfaced road pavement.Consequently, under the constraint of limited resources., it has been possible to build only minor extensions to the rural feeder road network. Thus, an evaluation of how these roads actually perform their intended functions appears to be a logical first step towards the effective use of available funds for future road construction.
