New Zealand's Ministry of Transport Traffic Officers meet about half a million drivers in enforcement stops each year. In a quarter of those stops a warning will be given rather than a ticket. While there are good reasons to allow traffic officers discretion the procedure rests upon the relatively unproven assumption that a warning is effective in changing an offending drivers behaviour. This study examines that assumption.
