This paper proposes a general conceptual architecture for the application of artificial immunity based systems to the highway risk management and control using biological systems considered as a complex information processing system. The artificial immunity based system is an information processing model of the natural immune systems which play an important role in protecting the human body. The conventional infrastructure of an information processing system for the management of the highway systems has been constructed as a remote detecting system and communication system. As highway systems become complex and large scale in these days and in the future, a new concept is needed to design the information network for complex highway systems. The highway system is networked over the wide area and the situation is changing which makes it difficult for the management to monitor and control the abnormality and restore the system as fast as possible. The key concepts of artificial immunity systems are in the adaptability and flexibility of distributed systems, which can be applied to the design of information processing systems of the highway system.
