This paper describes methods developed by the Roads Branch of the Transvaal Provincial Administration, a province of South Africa, to facilitate the implementation of a pavement management system (PMS) tailored to suit local conditions and pavement structures. Through the PMS it is possible to calculate useful managerial indices relating to pavement condition, performance and maintenance needs. The present state of development of the PMS is described, cognizance is taken of specific local conditions. The status of the PMS within the overall road management system is also illustrated. Based on statistical analyses of data, improved quality assurance procedures are suggested. Special procedures have been developed for each level of management, to convey the applicable PMS output reports successfully. Typical examples are given. The progress made by a natioal committee on the compatibility of PMSs between the regional road authorities is briefly described. The benefits of such compatibility are summarized.
