Samenvatting
Road construction policies, seen as a combination of farseeing planning and adequate financing of the total road network, should not be based only on forecasts, developed from the present traffic situation. The changes in attitude and behaviour in a sociological and psychological different society are to be taken into account. An effort is made to project these aspects into the 15 years planning program of the German Federal Government. The present planning concept is criticised.
