Assessing transport information systems policies : a framework.

In transport systems the integrating of information and communication services can be a powerful way of achieving what might be termed an EU or common transport policy. If one is to ensure that maximum benefit is gained from the opportunities that information and communication services have to offer then the right conditions have to be created to facilitate adequate and widespread use of such services in transport systems. A policy assessment framework has been developed and implemented which is designed to support policy makers in the task of identifying policy requirements, in other words, the required policy action and measures. The policy is based on a `stage-wise' model in which the analysis of complex relationships between transport, information technology and policy is broken down into ten steps. In each phase the framework addresses the most important aspects and mechanisms to be taken into account when defining policy for the integration of information and communication services.
