Assessment of the pilot priority Red Route in London.

The pilot Red Route, where a number of new traffic management measures have been introduced and which was introduced in London on 7 January 1991, is a priority route along which parking and loading regulations are strictly controlled and enforced. It is being used to test how best to operate priority routes throughout London. The Transport Research Laboratory (TRL) is responsible for assessing the operation of the pilot. A comprehensive set of 'before' surveys were undertaken before the red route became operational. A preliminary 'after' study took place in March 1991 along the A1 trunk road section of the pilot, north of the Angel. Full 'after' surveys were undertaken in Autumn 1991 and are currently being analysed. The results of the surveys are presented in the paper and conditions on the pilot route after 10 months of operation, when users have had time to become accustomed to the new regime, are described. The surveys include studies of the direct effects of the new parking regulations and enforcement by measuring changes in parking behaviour along the route. A selection of typical sites have been studied continuously for 12 hours on 2 weekdays. In addition parking has been surveyed close to several junctions to examine the effect of the red route on parking in particularly critical locations. Most of the surveys have been designed to measure the indirect effects of the priority route. Flows and journey times, for both general traffic and for buses, have been measured along the route. Delays to traffic crossing and joining the route have been measured with the flows on the side roads. Parking surveys on streets near the route have been used to examine any possible displacement of parking from the main road to side roads. To obtain an objective measure of the effect of the priority route on businesses, the number of people entering a selection of establishments along the route has been measured. (A)
