The paper presents a process of assessing road projects in South Africa. This process is based on the premise that road construction should stimulate economic growth. The economic questions surrounding the road project are expressed in terms of a number of aspects, such as: developmental and macro-economic issues, institutional and technical evaluations, financial issues, social and environmental aspects. The micro-economic analysis utilizing analytical techniques, such as b-c ratio analysis completes the process. The presented approach is particularly useful in an environment of scarce financial resources and considerable needs for road infrastructure.
