This short paper describes ATHENA, which is an Advanced Traveler Information System. It uses concepts from both the French MINITEL on-line information system and the German FOCCS "smart bus" system to improve the mobility, accessibility and quality of life of residents of urban, suburban and rural communities, at a low-cost to taxpayers. A major feature of ATHENA is the use of the local and regional telephone network to provide low-cost, door-to-door transportation services in low-density areas. The City of Ontario in Southern California will start testing ATHENA in 1995.
