The present study of the research project FE 82.0499/2011 "Prolongation of the obligation to pay the costs of the § 25a German Road Traffic Act on the moving traffic" deals with the possibility of a prolongation of the obligation to pay the costs of the § 25a German Road Traffic Act, which now only applies to parking traffic, on the moving traffic. This research project has the task to gather information of the legal practise of the local authorities towards their dealing with road traffic offences, which were committed in the field of speeding, falling below the safety distance and failing to stop at a red light. The essential finding of this study is: a number of 2,5 % of the proceedings in traffic offences has to be closed within a total of 10,7 % of closed proceedings, because the traffic offender could not be found during the legally period of limitation.
