A balance is made between the governmental expenses and income in relation with the car. The background of the study is opinions such as: (1) the car is the milking cow of the government; and (2) the car driver does not pay enough for the costs he causes. One of the reasons for the fact that such conflicting statements exists is the fact that the financial relationship between the car and the government can be studied from different points of view. To give a well-balanced image the financial surveys from expences and incomes are set up from four angles of incidence. In the first angle, the government is considered as a public utility for the road infrastructure. In the second one, the car driver is the central point. The third angle gives an overview of all public expences and income related to the car. The fourth one gives an indication of other external costs. The study gives a well-nuanced image of the public costs, and road traffic and transport. It provides building stones for the discussion about the desired level of those expences and incomes.
