The procedures and technical standards for enforcing speed limits and redlight regulations under criminal law are well established. There are alsoa number of traffic regulations where contravention is punishable by a penalty charge, under civil law. The covering legislation and technical standards are less well defined. This paper lists a number of these regulations, and looks at their importance in traffic policy. It looks at the technical standards that may apply to equipment used to enforce such regulations. It examines the dangers of inadequate evidential standards in this type of enforcement, and suggests a possible way forwards. For the covering abstract see E134653.
