New technologies are currently being sought to assist authorities in the enforcement of traffic laws which protect the highway infrastructure, improve road safety and enhance the environment. For example, axle load screening has the potential to improve weight limit enforcement, the classification of vehicles according to their `plated' weight allows for the automatic detection of potential lorry ban violations, and automatic vehicle detection and speed measurement can be employed in red light and speed limit enforcement. This paper describes work undertaken by Castle Rock Consultants (CRC), for TRRL, to develop an automatic monitoring and enforcement system designed to monitor and photograph vehicles contravening photograph vehicles contravening traffic highway regulations. The techniques described in this paper should eventually allow more efficient and comprehensive enforcement procedures to be employed to the long-term benefit of us all. The project is reported in TRRL report CR 165 (see IRRD 826844).
