Mainly in urban networks the traffic flow is determined by the capacity of the junctions. These are mostly controlled by traffic signals. The quality of the traffic flow can be expressed in the time of delay, which can be obtained, A second factor determining the quality of traffic flow is traffic safety. This paper presents the delay as a measure for the quality of the traffic flow.
