This report concerns the relationship between car use and managing transport demand from an international perspective. Most drivers find the car essential to carry out their life. Restricting this demand is unpopular withpeople and therefore with governments. Supply-side policies improve the quality of the car to make it cleaner and safer. Environment protection needs and decreasing fuel supplies create a requirement for a change in attitude. Car users are aware of the environmental debate but cars remain the preferred method of transport. Congestion charges are unpopular and penalise the least wealthy. Further technological improvements such as cleaner fuels and intelligent transport systems can reduce the negative effects of the car.
