This paper begins with a review of the mandate for evaluation of IVHS in the U.S. and North America. It then discusses the special role that field tests will play in the overall evaluation effort, and the importance of formal evaluation. The discussion then turns to delineate the proposed evaluation framework. This framework establishes three distinct forms of evaluation -- field test, comparative, and projective -- and their relationships in the broader evaluation effort. The paper concludes with a review of some planning and implementation issues of particular relevance to IVHS evaluation efforts. The final section provides an outline review of the main points of the paper. (Author/publisher)
