Leeds really wasn't of major importance until the Industrial Revolution. Up to the Second World War came the major growth of the city. Passenger transport developed. After the Second World War motor car, motor bus and train were the transport modes. The rate of growth of traffic increased. The city needs a large scale renewal. The "Leeds Approach" has to be reassessed partly. A much more restrictive approach is now made towards capital investment in transportation infrastructure.
