Various design strategies like Context-Sensitive Design, Flexible Design Solutions, Smart Growth and Safe Communities can be integrated to achieve a common goal for public mobility, safety and community livability. This paper discusses an innovative community education and involvement process to improve residential neighborhoods in densely populated areas through traffic calming. As part of the effort, traffic calming treatments in residential areas were studied to illustrate before-and-after effects, as well as their effectiveness in meeting stated objectives. A comprehensive process for building consensus among various stakeholders, supported by various planning and engineering studies, is described. The outcome of the process—specifically, the development of recommendations and designs to promote pedestrian and bicycle safety and mobility—is also discussed. This paper presents a case study on how transportation development and community livability are being balanced in the fastest growing region of the most densely populated state in the United States, Somerset County, New Jersey.
