This chapter addresses two behaviours in response to traffic congestion, labelled activity behaviour and driving behaviour. Activity behaviour refers to relocating or rescheduling work activities that had already been planned. Driving behaviour refers to lane switching. The study results come from two surveys of the behaviours. The goal of the analysis is to determine the behavioural thresholds of the two classes of behaviours during traffic congestion. The surveys took place in the suburbs of Tel Aviv, Israel.
