The aim of the report is to review safety issues related to behavioural adaptation which may occur following the introduction of safety improvements to the road transport system. The report is organised in eight chapters: 1. Introduction; 2. Definitions and Issues; 3. Highway Safety; 4. Vehicle Safety; 5. Education and Enforcement; 6. Review of Theoretical Literature; 7. Methodological Issues; 8. Conclusions and Recommendations. It provides an evaluation of theories and models of driver behaviour as well as explanations on the effects of behavioural adaptation on the efficiency of road safety programmes.
